New Band Plan for 7MHz

MIC(Ministry of Internal Affairs and Communications) of Japan published a new band plan for amateur band.
7MHz will be extended 7000-7100 to 7000-7200 from April, 2009.
However, CW ONLY segment (7000-7025) will NOT be extended.

CW 7000-7025 --> 7000-7025
CW+Digital 7025-7030 --> 7025-7030
ALL MODE 7030-7100 --> 7030-7200 <+100KHz>

CW is very weak when QRM from Digital or Phone exists.
So as a CW man, I strongly request to extend CW only band.

The MIC accepts public comments until Dec/12/2008.
I know MIC might not change their plan easily even they get against comments.
But anyway I'm going to write my opinion as one of a CW operator.

Yes, I was dissappointed, too.

It may be a dumb question but....we can use the spectrum of all mode, can we? I really want to have a QSOs with the USAs around 7.040Mhz.

Well, of course we can operate CW anywhere in 40m band.
I'd like to stress CW is very weak when there are SSB QRM.
SSB operator can easily eliminate CW QRM by using beat cancellation function which recent DSP rigs have.
But even most modern rig, SSB rejection filter is not equipped.
